Request council to add park

I'm thinking about making an offer on a house, but I'm concerned because there's no parking area next to the house. There is a green area in front of the house with blocks to prevent parking close to the houses. I understand that council had a reason for this when this area was planned but is it possible to request the council to add a parking area or allow parking closer to the houses?

Note: It is an old council housing area

I mean, it’s possible to ask… but the chances of it happening are sub zero.

Agree with everyone else. Yes, you can ask of course. but you've got zero chance of them agreeing.
