Neighbour's former garden turned mosquito desert

The house two doors down from us, so our neighbour's neighbour, has been empty for two years. The previous owners sadly passed away and it's been on the market ever since. Asking price is aspirational at best, more delusional really. The house wasn't in great condition then and it's certainly becoming derelict now. I know there's nothing to be done about that, fine. The problem is what used to be the garden. A year ago, a company came to completely strip it out. They covered the ground in weed suppressing plastic. It has been left like this for the past year. Rainwater pools on the plastic and those pools have now become mosquito breeding grounds. The whole area is swarming with them and we are all covered in bites. I have spoken to a few neighbours and we're all fed up. We have tried to find out who inherited the house to ask them about their plans but nobody knows who it is. We are considering speaking to the estate agents who market the house but I'm not sure they'll be allowed to give out the details. Is there anything else we could do? Would the council/environmental health do anything?

Definitely report to the EHO as an environmental nuisance. I would also be telling the EA to get in touch with the sellers.
