Council WetRoom Flooring Lifting…?

Hi
This is my first time posting although I’ve appreciated advice from other threads in the past.

Less than a year ago, we moved into a property with a wetroom (I am disabled).
My question is, the specialist safety flooring (which is horrible!), is lifting in some places and sounds hollow. There are also a couple of small cuts in it.
Does this need to be reported to be repaired/replaced do you think?
Or is it fine as it is?

Report to property services. It needs looking at at least as sounds likes it's a trip hazard
