What counts as a "dispute" with neighbours?

If you have never had any interaction with a neighbour, no conflicts or anything, but did once report them to social services because you were concerned about the welfare of their children, is this something you need to declare when selling your property?
Or is a "dispute" just something that caused a conflict between the neighbours?

Any interaction or behaviour that led to a council complaint, police report, a civil dispute or any legal action being taken, between yourself and a neighbour.

So no I wouldn't count what you mention as a dispute at all.
