Is this rising damp? Rented flat.

Hello all.
I moved into a rented ground floor flat in summer and recently we have had very wet weather. Whist moving furniture around in the bedroom I have noticed what looks like a damp yellow patch on the white wallpaper (this is beside a large bay window and is an exterior wall with a gutter directly on the outside.).
I will inform the landlord asap but does it look like rising damp? I never noticed it when I moved in summer.
The flat definitely smells of damp despite ventilating it daily/drying clothes outdoors, using extractor tan and cleaning condensation off the inner windows. Hoping to move asap but was hoping if someone could advise a solution. Mostly worried I will be blamed for the damp patch when I leave and have trouble getting the deposit back. Thanks in advance

Is the gutter leaking outside?

@Norpeth apologies I meant to write there is a drainpipe not gutter (coming from upstairs flat directly behind the damp patch). I can’t seem to see any leaks coming from the drainpipe :)
