Section 236 notice

I just received this in the post from the local council, regarding a flat I own that is in a privately owned development. The notice says that the whole building including all individual flats will be inspected. Is this standard or reason for concern? The property management agency hasn't raised any issues and there are repairs etc each year which are being invoiced to us, so I don't think that there are any major works outstanding.
I'm wondering now if this inspection is just routine, or if there is an issue with the building we're completely unaware of?

I would guess one of the buildings Tennants has made a complaint under the new Welsh act around the "fit to live in" legislation. I don't think they have the staff for any "routine" checking.
