Neighbours from hell

I'm seeking advice for my friend. Her neighbour is causing her a lot of stress, she's recently had a baby, ever since he's become very bitter towards her, because he hasn't seen her baby. He's caused a lot of issues for other neighbours, putting a big flag up in the cu de sac area, as well as led lights around the area. He sits outside all day, watching everyone.
Hes put up xmaz lights everywhere, has told my friend to de weed so he can put lights on the front of her outside decking. Moaned that they hadn't done it, moved their bins, that was infront of his outside xmaz tree.
Today, he's gone ahead without her permission, moved her bins and put lights on her decking. She's not a confrontational person, but is being affected massively by this man.

He has put a few lights up, and moved her bins.

She takes down the lights that he's put on her house and gives them back to him.

She says No Thanks and tells him to leave her property alone in future.

If he doesn't She calls the police.

Why would a neighbor care if he seen her kid or not?

Is her garden weedy? (I mean she has a right to have a weedy garden but everyone knows it pisses some people off).

Why are her bins in front of his xmas tree?

She's very intimidated by him. He's getting more and more malicious towards her family

Exactly, he's made a mountain out of a mole hill, taken it as a big offence. Which is when the malicious attacks started.

this is not a neighbour from hell by any means, this is a neighbour way out of that remit : tell your friend to occupy herself more productively, leave her blinds closed, stop fretting over what other people are doing, sign up herself so that neighbourly nuances are not lost in vicarious informings or hysterical hyperbole
