applying for drop kerb in CPZ area

Has anyone done this and knows the process? I have parking bays outside my house (as per diagram) and my house is the front garden at the bottom. There are parking bays outside which are CPZ controlled so one bay would need to be taken out to enable my drop kerb, I have applied to the council for this but think it may be refused due to these bays.

Parking is quite hard round here and nearly all the houses have off street parking apart from mine and the house next to us.

Has anyone had anything similar to this set up?

Our council won't grant them once a CPZ is in place. Lost permit revenue for them (although I know most councils charge handsomely for a dropped kerb) and a lost parking space for the road (not so much when you're home and using it, but all the time you're out, it's still an empty stretch of road no one can park in).

They never really send wardens round anymore, it's so frustrating
