Emergency lighting requirements

So I've searched online and cannot get a definitive answer, so turning to MN!
I own a flat in a three storey building which has hairdressers on ground floor, me and then flat above. The communal door for the flats also allows the business access to their side door (not open to public). The managing agents have informed us that we need emergency lighting outside the flats and stairs and downstairs hallway. There isn't any there now other than by the communal door downstairs. We will pay and arrange for this to be done but have requested numerous times that they provide us with the legal requirements and specifications. They have not done so. I can't find online anything about what is required - I can see regulations for buildings like hotels and shopping complexes where the public has access or there are employees, and larger residential blocks but not for a small block like ours. Can anyone point me in the right direction? My neighbour is expecting and would like the work done before her baby arrives but we need to know exactly what we are supposed to do!

I would suggest contacting an emergency lighting supplier. They will be well versed in the appropriate regulations and can advise you when they come to quote for the installation.

I have lived in a few flats like you describe. They have a large circular push button on each landing that, when you push it, puts the communal area lighting on throughout for about 30 to 60 seconds.

If you only have light switches or nothing, perhaps this is what they mean?

You just need to change the light fixtures for ones with batteries. They come on in a power cut when it's dark. Google maintained emergency lights. They look like normal light fixtures but will come on in the event of a power cut for 1,3 or 5 hours.

An electrician can swap these out for your existing lights, it shouldn't cost much if accessible. Your other alternative is unmaintained lights which only come on when power fails. You'd have to pay an electrician to wire these in but it could be cheaper if you'd need scaffolding to change the light fixtures.
