Yellow ish large splodges of mould? Lower corner of bedroom

Gutters outside cleaned, very odd looking and paint peeling under window inside.

Outside under the window ledge it looks damped to one of side about head size?
Any ideas?
No black mould.

It could be a small leak around the window frame -either it needs silicone re doing or maybe a pointing issue?-we've had both issues in two different houses causing a small damp area as rain has dripped down the bricks inside and the damp has come through into the room.

Thank you. Unfortunately it's painted now I wonder how we would tackle that! Ie outside bricks.
