Cover to prevent frozen pipes

I had the frozen pipes stopping my boiler working last winter. What is the stuff that I need to put on my pipes ? I believe it’s certain type.

this is what I use Climaflex 15X91M Pipe Insulation - Foam Pipe Lagging - 15mm x 9mm - 1m Length, Grey : Amazon.co.uk: DIY & Tools - I used to get it in Homebase.
