Build over agreement

Hi, we're doing some work to our house and it's come to light that we need to get a build over agreement in place with our water company.
Should the building company (with project manager) take care of this? Or should it be me>

We had to do the same, our architect should have done it but seemed clueless so don't assume they know what they're doing! In the end my husband drew the pictures himself on the computer using a basic drawing programme, it's literally lines for the pipes showing the direction and how the foundations interact with the pipes which should be in the drawings for the foundations, he added added the measurements and they (Thames Water) accepted that. It was a real pain as it stopped the build for a month while we wrangled. In the end we had to move the pipe and do drawings for that as well!
