ceiling rose & light question

I want to put a new light in my living room but I need to put a ceiling rose in (period house that has had features ripped out). Do i fit the rose or light first?

The cable will already be through the ceiling so remove existing light fitting, fit new plaster ceiling rose, then fit new light fitting.
