Toilet trouble

First My toilet cistern started filling very slowly and this got worse over time that it would take half a day to refill. Being me, I fiddled with a screw washer thing that appears to connect the water pipe to the bit where the water comes out and this helped a little. However it would get worse over time and I'd fiddle about again and it would improve. This went on for ages until the last time I poked about with it. It's now working pretty well but it's started making a noise like an angry trumpet then finishes with a sound like someone's bouncing on a bed, then like a bee is buzzing! To make matters worst the water shut off to the house is stuck fast and I can't turn it at all. Any suggestions a) why is my toilet angry and b) how I could loosen the shut off valve?

Calling @PigletJohn…. (MN resident plumber, OP, if you are new here!)
Alternatively, you could ask a plumber in real life. A quick query on the phone wouldn’t cost you anything, but might help decide if a visit is necessary.

Probably the toilet inlet valve is partially blocked, you have partially cleared it so you have better flow but the flow is still too constricted which causes the noises.

It needs stripping apart and cleaning/replacing.

As for the stop cock a stop cock spanner will give more leverage or using an adjustable spanner (at 90° to the tap body)

Thank you @Surplus2requirements . I'll give that a go!

Get the stop tap sorted first before you fiddle about with the toilet again .

If you have a concealed cistern access for servicing is through the flush button panel.

@Diyextension sound advice! I will attempt to loosen it with a spanner but I think it might need professional help! My hot water tap in the bathroom sink also needs a new washer so it can't be used so getting the water turned off is a priority so we can fix that too.
