Help, what is this pipe?..

I have just noticed that outside, there is a pipe, cut, and water is trickling. I have no idea what that is. I’m obviously worried and before I call a plumber I thought Id ask here

Probably an overflow pipe, what is the other side of the wall?

We have some like that under boilers, the other side of our Boiling tap, and the other side of water tanks

our living room but if this pipe goes straight there is kitchen and boiler. We have system boiler (I think) so we have Ideal Heating boiler upstairs with lots of different pipes. I guess, it’s an issue with the boiler and I need someone to fix it.Thank you HotelNotPortofino.
