Pointing gone wrong?

Hi everyone, had the house repointed in February. Following the storms today, I've spotted a damp patch inside and going to look outside, the mortar is soft? I can poke it with my nail and leave a crescent shape.

This is surely not right is it?

I’m an ex-bricklayer and have worked on conservation re-pointing as well as standard stuff.
I’ve never heard of mortar being soft longer than a few hours after repointing. Even lime mortar should harden.

Looks like someone at some point (not necessarily this time) also cut into the bricks when clearing out the perps. I hate that. The twit who did my house in cement mortar and not lime (before we came here) did that all over the place- and used too broad a disc for the 6mm or less gaps, thereby chipping the sharp edges off many of the the (NORI) bricks. It annoys me no end that when I repoint this summer with lime, it will be difficult to disguise the damage, and people may think it was me wot did it.😡
I suspect that's one reason why some (possibly other) twit painted the bricks (we had to get all that off too of course). I really hate bad workmanship.

I’m no expert but that dosnt look like cement ( or lime ) to me ? I’m guessing it’s some kind of ready mix out of tub ? Maybe a putty or resin type mortar of some kind ?

Thank you @C4tastrophe @BlueMongoose I'm ringing the builders tomorrow but didn't want to sound like a prat complaining it was soft if that was a common thing!
