Cannot open windows - rental property.

we moved into our apartment start of this year. We have double windows (so two double glazed windows stuck together), which essentially means we have to open the window twice to get in fresh air.

the windows are old, metal and heavy. I cannot for the life of me open the bedroom window or the main window in the living room.

the only window I can open is a small one in the corner of the living room, and can only open it a few inches as it’s so stiff.

my landlady won’t fix this. She said it was like this when we rented it. However, when we were viewing in December, why on earth would we think to test the windows? Surely that’s just a basic need in an apartment, to be able to open and close the windows?

anyway - what can I do here? it’s driving me mad. We don’t live in the U.K. so I’m unsure of the laws here but it’s driving me mad. I’ve hurt my back & wrists trying to open and close these windows.

Where are you? Is there a housing advice charity you could approach for advice?

I will add that the building maintenance came over and said that the windows need to be serviced because they are old. I told my landlady this and she basically sent me the details of the window company and said if we want to fix it, we’d have to pay for it
