What do you think is a reasonable starting offer? On at 795k after a reduction - been on the market since new year. Needs about 40k of works doing to it over time and about 10k straightaway to move in. Would 725k be cheeky?

It depends how the asking price compares to others in the area and whether it's been priced with the work needed taken into account.

Unless it's really overpriced, you're proposing knocking off 70k, even though you're assuming 50k work is needed?

Regardless of whether it IS overpriced, I very much doubt they'd entertain a 70k price drop, if it's just been reduced. Nothing to lose by going in low... unless this makes them think you're not a serious buyer and makes them less open to any/sensible negotiation.
