Changing external steps to internal staircase

Hi all. We are considering an offer on a bungalow that has a semi completed full height basement that is accessible from the garden. Currently, there is an external staircase from the existing kitchen down to the patio, and it is entirely external. It ends opposite a single upvc door into the basement.

Is it a silly idea to contemplate whether this could be enclosed, losing the single door and becoming an internal staircase to give us seamless access to this basement area?

The intention would be that this would then become a kitchen/family room. Already has sliding doors out to the garden.

I've googled endlessly but can only find articles on building outside steps, nothing on any planning requirements, logistics of doing it or whether even possible!

This would be our first project beyond just cosmetic updating, so apologies if this is a really obvious one! Thanks
