Is it ok to keep turning toilet water valve on and off?

Just had a new toilet fitted, looks like the flush wasn't adjusted properly because water keeps flowing in to the bowl once the cistern has filled up. Plumber can't come back until Tuesday. We're on a water meter so worried about how much water it's wasting plus the noise is driving me mad. I've been turning the water off at the valve by the toilet and then turning it back on when we need to flush. Is this going to cause any problems or is it ok to keep doing for now? Just worried I'm going to break the valve somehow if it's used so often.

I did want to give adjusting it a go myself but we're in rented and been told not to touch!

It’s fine to keep turning it on and off sounds like the the seal not working properly
I’d be tempted to leave it turned off and use a bucket of water to flush it
