Hope Piglet John is still around.
A couple of weeks ago there was a major burst. Since then my washing machine is not working properly ( low pressure). Around about the same time our builder connected up an outside tap.

Water board say everything is resolved and sent me a video that says if you can fill up a litre bottle with water from your cold tap in 7 seconds the pressure is fine. ( It seems to be ok in doing this)

I have taken photos of under the sink. Are there any issues there ?

Either the Washing machine isolation valve is on and the outside tap is off (or visa versa)

The bottom iso valve looks only partially open.

Have you tried the litre bottle trick at the washing machine connection?

It's always possible debris has partially blocked a pipe at a joint because the insert slightly reduces the diameter

Thank you @Surplus2requirements . I thought that bottom one looked as if it needed to be turned a bit. I can’t move it.
My husband loathes plumbing.
I have not tried the litre bottle at the washing machine connection only at the cold tap.

We did let the taps run for ages before the machine was used.

Do the arrows need to run in the same direction as the pipe?

You can get a better grip if you wrap a cloth around the valve tap.

Yes arrows in line with the pipe is 'on'
