Plaster job fix

Hiya

i had a repair done a while ago and the plaster is now dry enough to paint. However, on one side the contractor did a pretty messy plaster job on one side and it goes round the side like this. I took the worst of it off but I am not sure how to address the rest. Any ideas?

Sand it, fill it, sand it with finer paper, fill it, repeat as necessary.

Thanks I tried sanding but it is so thick it wasn’t doing anything really- I’ll get some coarser paper
