Dismayed to find this today. First time it’s rained since we painted. Plaster been dry a couple of weeks now so surprised if it’s condensation but it could be?

That's a leak. The moisture is coming from within the plaster and not on top of it.

Seems odd. Are they new velux windows? If they were leaking surely the marks would be nearer the velux unit?

Yes new velux in attic conversion. There is. Metal inside the frame so I was wondering if it could be condensation inside

Looks like a leak, it can be tricky to get the felting right around these windows apparently so they've probably missed a spot.

Yep definitely a leak. If it it was condensation it would be along the part of the reveal.
