Garden steps up to retaining wall- safety!

We are looking to have our garden redone- currently on two levels but with huge wide decking which makes shallow steps up to the next level. The steps take up almost half of what could be patio space on the ground level so we're removing them to put a retaining sleeper wall in, but will still need steps down (which will be narrower and steeper than currently to save some space). Two DC aged 1 and 3 and obviously concerned about them falling off the side of the steps when walking up and down. Landscaper has suggested a picket fence at the side of the steps but I'm not sure if that will look odd. Don't really want a handrail plus that doesn't necessarily stop a fall. Any bright suggestions? TIA

What are you putting on top of the sleepers to prevent falling there?

can you position plant pots to act as a barrier? it won't be long before DC are big enough to navigate the steps without a risk of falling.
