Vertical radiator not heating evenly

I have 2 vertical radiators in my dining room, it is installed by previous owner many years ago, when we tried to use an we feel that he heating is not even, the lower part of radiators is heating up but the upper part is still cold, we suspected it will need to bleed but I can't find the valve, or there are blockage inside the board?
I've check on Google but nothing found for this, does anyone know how to fix it?

Have you got on a ladder and looked at the top. There has to be a bleed valve up there. Cold at top is trapped air
