Flat roof adjoined to Council property

I live in an end of terrace house and bought it off the Council many years ago. The house next door is still a Council property and a flat roof is adjoined.

I've had the part of my flat roof repaired previously because of a leak. My neighbour then had a leak which her part of the roof was repaired by the Council. Now my leak has happened again and as the flat roof had been repaired separately and not fully I can see it not being a long term solution.

I'm happy to pay for repairs to my side but would the Council pay half for the flat roof to be repaired with one lot of material instead of two separate pieces?
