Carpeting concrete floor

Hi, I moved into a new build property earlier this year. I moved in 8 days post partum so as you can imagine didn't get chance to do much in early days. I've since had upstairs and stairway carpeted. I now need to carpet my living room. At the moment it just has carpet tiles down temporarily. The floor is cement. Can I just use normal underlay or does it need to be a specific one. Same question with carpets. Google is just telling me about moisture and mould and Im a bit confused over it. Thanks

If it’s a new floor to current building regs normal underlay and carpet is fine
