EPC rating wrong?

Hi all

I bought a house a couple of months ago and I really think the EPC energy rating is not as it was described. It's a 2017 build in a development - B rated but it doesn't hold heat at all and the walls and floors are cold to the touch.
I've had a builder come and put cameras into the walls and he said there's not that much in the way of insulation in there.
Anyone have any experience of this and would I have grounds to claim this under building insurance (10years where I am) as i think this is not what I was sold?

The epc is done by SAP assessor who will not visit site. The builder will provide the information but the assessor is not responsible if the builder doesn't use the materials stated on the plans.
You can have your epc reassessed by an assessor using something called rdsap. (Reduced data standard assessment procedure) but as the name suggests they guesstimate using the information they have.
There is a government website that you can see SAP assessors local to you if you google it.
