Paying council tax on wrong property - anyone had similar?

Hoping someone can reassure me! We moved in July 2022. Today we came home to court summons for non payment of council tax. No previous communication from the council. My husband pays monthly via his wages as he works for the council, he checked payslips and its gone out every month.

Managed to get on the online portal and I can see that he has been paying towards our previous property (band cheaper than current). He reckons he changed the address but is typically not very good at remembering to do stuff and can't remember if he phoned or emailed (can't find email in sent folder).

From what I can see online if you miss 3 payments they demand payment for the rest of the year. We had no idea we'd missed payments as had no reminders. If we pay up before court date then we won't have to go. If it comes down to it we could pay full amount but would rather carry on with installments, once we've levelled it all out with the difference in price between bands.

I'm hoping that when I speak to council tax dept tomorrow they will be able to see what I do and help resolve. Just wondering if anyone else has had similar? We've been proper stressing tonight!
