Pulled up the old carpet, what next!

I've got rid of the old stinky living room carpet in my 1900's house. The floorboards look in pretty good shape.
Is it better to get the boards sanded or to lay some sort on insulation on the floorboards and then have a wood floor laid on top?
I'm thinking it'll be drafty and cold without any floor insulation. I don't want the expense of taking up the boards and insulationg between the joists.
