What is this - bathroom?

Hi,

I've just bought a new house and it has these in two of the bathrooms. Excuse the state of them - we haven't deep cleaned this room yet. Any ideas?

I'm thinking flannel holder. The arms are moveable.

Yes - flannel hanger. Seen them in posh hotels - never managed to fill all the arms without flannels draping all over each other though.

Towel rail I think

Newspaper or magazine holder? Can't see how big it is.

I'd say each arm is about 6 inches so probably too short
