25 Year lease on the roof?

My mums just informed me that my aunt, who’s put in an application to release equity from her property, has been informed that she can’t whilst she has a 25 year lease on her ROOF!

The lease dates back to 2011 and relates to the fitting of solar panels. The problem being, she doesn’t have any solar panels and never has. She recalls being quoted for panels but never proceeded. She doesn’t recall signing anything. I’ve looked online (I have to say this rent a roof scheme was new to me) and it would appear that scams were widely reported 4-5 years ago. Those scams did however result in panels actually being fitted.

She will obviously seek legal advice but just wondered if anyone on here had experienced this specific scenario and had any advice?

I'd probably start by writing to the company listed on the Charges Register and enclosing photos of the roof from each side proving that there are no solar panels in situ. I'd ask the solar panel company to ensure that they send a discharge notice to the Land Registry in order that the charge can be removed from the deeds.
