Building Regs Changes 2022

Does anyone know the specifics of what this means:

The changes will not apply in relation to building work where a building notice or an initial notice has been given to, or full plans deposited with, a local authority before 15 June 2022 provided that the building work is started before 15 June 2023.

Does this mean planning permission? Or something with building regs?

Even projects without needing pp often require Buildings Regulations consent. So will apply to any planning or br plans already submitted.

It has nothing to do with planning permission.

All the paperwork will need to be submitted under the relevant Building Regulations, not for planning perposes.
