Can you cap/cowl a chimney from inside?

I have a chimney that is no longer used (used to be for a coal-fired Rayburn).

Birds keep filling it up with large sticks and other nesting material, which then gets damp and soaks through the brick/lime mortar chimney breast and makes my room smell of damp lime mortar!

We have covered the tops of our other disused chimneys with weld mesh wire, but this one can't be accessed from the outside without scaffolding.

Does anyone know of a way to cowl or cap a chimney from the inside? I can't manage the cost of scaffold for the sake of capping one chimney as there are many other priorities in the house!

Are you sure it requires scaffolding? I've had a chimney cowl put on our house and they went up with ladders. They had ladders especially for the job. Think it cost £85.
