Garage conversion

The garage being converted is integral and it’s just a straightforward remove garage door, brick up the hole and put a window in.
Someone mentioned to me that if the new window is not flush to the new wall then it would be an extension. Therefore if the window was to be a small bow window then planning permission would be needed.

Anyone any experience in this or any planning officers around?

In our area we needed planning permission as we're in an conservation area.
Give your local planning office a call, in my experience they're helpful.
