UFH mystery

We have recently refurbished our house and installed underfloor heating downstairs at the back (radiators in the rest of the house). All working fine in winter (as in lovely and warm) except now it’s warmer we can’t seem to get it to switch off! It’s driving me nuts!

Despite the thermostats (heatmiser neo v2) programmed for the heating to only come on if temperatures drop below 12 degrees and the temperature in the room being far above that. Strangely, even when the boiler isn’t on, the floor is always warm! I have the feeling it is to do with our hot water. We have a tank and have our system programmed to come on twice a day for 1 hour) but it feels it is on much more, it is really hot in the area where the tank is.

Finally, we have a brand new heated towel rail upstairs as well which is connected to the hot water. It has a thermostat and when I dialled it down yesterday, after about 5 mins there was this awful buzzing / vibrating noise that only stopped when I dialled it up again. I seem to remember before our building work that someone said that radiator should always be on as to not blow the boiler but surely that can’t be true?

any thoughts? Could I just switch the whole of the UFH off? Think it’s a problem with the thermostat? I have googled as much as I can but can’t work it out…

thanks!
