Council House Bid - 1st position

I have a few questions regarding my council flat.
I am a single father of 3, I obviously don't live with the kids as they are all under the age of 18.
I left my home(transferred all to my ex partner for the sake of kids) and starting from zero, moved back with my mother. Anyway, long story short, she passed away shortly after and as I am under occupying, I was put on BAND A (maisonette) to start bidding.

First time bidding, I bid on 3 properties and I am in position 1 for all.

Questions:
1st: Does being in position 1 mean I am really a priority over anyone who may have been on the list for months/years?

2nd: What are some valid reasons to refuse a property if I am offered one after viewing ? I need big rooms so I can atleast have a sofabed space when kids come over.
