Council Tax Rebate Timing Question

Haven’t found an answer yet…on moving house, the rebate will have been issued to the previous residents of the new place and won’t yet have been issued on the old place due to the houses being covered by different councils. Is it a case of missing out completely, or can a claim be put into the council for the old house when it has started paying out??

The rebate is dependent on where you lived at 5pm on 1st April. I know this as moved 2nd before the rebate was paid so wasn't sure if I'd receive it! I've since received it but wouldn't have based on my new property.
