Urgent Views pls. Plumber on half day or day rate forgotten equipment

so I have finally found someone to repair my leaking bath.
Turns up at 9 am as said rips out sunk which is next to bath and then says I forgotten metal pipe cutters. Need to pop home 🤔
He been gone 40 mins so far . it's a pay at end of job as I think it's the overflow and drain thing that's leaking but you can see properly to sink unit was ripped out .
so 150 for half day 300 for whole day.
Would I be right to refuse to pay time for forgot equipment?

What a crazy way to charge. Even if he had to give you a couple of costings - £ amount if it is just this, ££ if I end up having to do this and this. It would be more sensible.
So easy to make a job stretch out to fill the time available.

I tried to find someone and I called over 35 but most came out looked and never quoted as it was too big for a quick job but too small for a whole day .

My kitchen ceiling had fallen down at one stage too .
Someone husband re sealed bath for me and repaired the ceiling as it stopped leaking force while but it turns out the over flow wasnt in correctly and sometimes leaked if u forgot to turn it when u showered so the kitchen ceiling is near falling down again.
The repair wasn't great it was only so I didnt have dirty water above my sink and oven .
Fingers crossed it goes ok
