Electrics abs boiler

If a house hasn't been rewired or tested for at least 17 years and the boiler was last renewed 21 years ago I assume these will need updating soon (purchasing a new house...)?

Maybe not. Wires don't really degrade very quickly and if you have a good old boiler it could keep running for a while. The fuse board migt need upgrading and it would be sensible to get boiler cover in case it breaks down.
