Standing water in basement

We moved into a our new house 3 weeks ago. We know that it needs quite a bit doing to it but we didn't expect this...
It has rained heavily in the last few days. A culvert at the top of the drive was blocked (I've cleared it out now). The water appeared to be running down the drive and past the house. The drive is a gravel/rubble/dirt track.
I've just been into the cellar and there is about a foot of water in there. The walls and ceiling look dry so I think that it's come from below??
There are stone shelves in there which are raised above the water level so I think that it's happened before.

I'm not sure what to do- is this an emergency? Will I have cured it by unblocking the culvert or will it carry on happening? I know that it's going to be expensive in the long run, but I'm a bit unsure about my next steps.

I've just ordered a puddle sucker pump and a long hose, next day delivery. Learning by doing.
