We would like to knock through into our garage to get a larger kitchen . We would need to put in for planning to change the frontage but I was just wondering whether it is possible to start anyway, and if planning does not get accepted for any reason, keep the same front and roof but have it nice and toasty and warm inside because it's been built properly. Also we want to knock down and rebuild the attached lean- to at the back as a utility room and guess that would be under permitted development as it's completely hidden from the front.

Is this allowed? Or do you have to request a change of usage for your garage space even if it looks the same? Are you ever allowed to start building when waiting for planning permission?

It's not just about what the front looks like - it's also about number of parking spaces and a garage is included as a parking space even though no-one ever puts their car in there
You would be daft to risk doing the work without planning approval - it could prove a costly mistake. You also need building regs consent.

What do you mean by costly mistake though? As in, we would be wasting money and be told we couldn't convert it to a kitchen to turn it back into a garage (in which case it would be a nice and warm garage which we could use as an extra room, or costly as in we would be fined for having done it? The garage as is is leaking and needs a new roof anyway so we could argue works would be partly remedial anyway

No you’d have to put it back as it was. Just put the planning permission in and wait the two months like everyone else.
