Leaking overflow pipe - help!

I had my loft insulated at the end of last summer and my water tank is at the opposite end of the loft to the hatch. My overflow pipe is leaking - how do I get to the tank? Do I just cut through the insulation? Will that damage it? There are partial boards to the tank

You move along the beams that are under the insulation. Could be a ballcock that needs adjusted/replaced.
