One of our bedroom ceilings has had a growing patch of bubbling paint around the chimney breast for a few years. We assume this is damp or salt penetration and haven't been too worried. However, a bubble has now 'popped' and underneath the paint (or plasterboard) is flakey and dusty. The ceilings are textured, so is this likely to be dangerous artex escaping we need fixed ASAP??
