Further Lending Valuation

Has anyone come across this situation before? Full renovation almost at an end, loft conversion 95% complete, fitted kitchen complete and family bathroom complete. Other rooms have been replastered but needs going over again and also need skirting and new radiators. The entire house needs new carpets which can't be done now because of all the dust and mess from the loft which hasn't completely settled yet (anyone know how to shift this constant dust)?

Mortgage is less than 100k further lending of 30k applied for to complete works. Affordability and everything else has gone though fine. Valuer values the property at just under 500k if works are complete and 450k if works are not complete BUT recommends that the further lending is not authorised until the works are complete.

The staff handling my application are confused as to why and keep sending the valuer messages which he takes a week to respond to and the response usually sets of a new set of questions. The application is to finish the works so I'm confused as to why they would ask you to complete the works first?
Can anyone shed some light on this situation? Thanks in advance!
