Conservation area in SW central London and roof extension

Hello All,
I have purchased a 2 bedroom house in SW London knowing full well that it has no possibility of extension. It's a small 2 bed terraced house in conservation area. After pandemic I would like my mother to move with me so I can take care of. All the planning permission for mansard roof in my lane have been previously rejected on visual amenities ground. I would like to know if there is any protocol to convince council to change rule and allow roof extension as I can't afford to move and buy another. There are top floor extension allowed 2-3 lanes away from my lane with similar layout but planning permissions are consistently denied in my lane for fear of ruining the character of lane.

You can engage specialist planning consultants. Pricey though.

There was an article about this in The Times a while ago, if you can convince enough neighbours to apply together you might have a chance.

I believe they can be more lenient in adapting a house to the needs of the occupants ( eg add a ramp for a person who uses a wheelchair) but not if you want to move someone in.

@LaurieFairyCake Thank you for your suggestion. I don't think I will get basement permission as its been denied in past and costs will be prohibitive. @ExcessiveIyDisorganised Thanks. This is what I am thinking that may be I will drop a leaf post to see if I can get 80% residents to sign. Its a small street and everyone is struggling with space crunch due to Pandemic and WFH needs. Thanks @Justcannotbearsed, I can but the recent rejections are not very encouraging. I wish the harmonization of exterior facade was a bit easier conversation than blanket rejection on "visual discord". It will be shame to move and disrupt our lives (unmanageable school run/giving up on m community) but it seems there isnt much I can do in terms of choices.

I think if the Council are consistently refusing what you want to do in your road, they are unlikely to change their view. HAve the COuncil suggested any amendments that might be acceptable?
