B1 EWS1 rating, no EWS1 or neither?

Would you buy a flat in a block below 18m (so no EWS1 present), or a flat with a B1 EWS1 (meaning there are some combustible materials but not enough to require remedial work according to the current regulations)?

I'm worried that even though it's possible to get a mortgage on both, it's quite risky. Any change in regulations and I'm responsible for a massive bill and get stuck with the flat for months until all the inspections and work are done.
But I honestly haven't seen flats with A1 rating, all of them have no rating because it's not needed at the moment, or B1 (or worse), so perhaps I'm being over-cautious here?

Under 18 m yes. Unless there is obvious cladding in which case I might be concerned about future legislation.

A brick built, non clad building under 18 m is fine.
