Mortgage retention and damp surveys in listed buildings

We are buying a grade 2 listed house and our mortgage provider requested a damp & timber survey. We asked Tapco to carry out the survey which they did with recommendations for treatments including injecting damp course. We were offered our mortgage with a £15k retention for the work to be carried out. We have now discovered that this is inappropriate treatment for an old property. The issue we have is how to proceed as we can’t get the work done to release the retention! Has anyone else had experience of this?

Can you appoint a surveyor who is a specialist in older properties?
