How do I work my towel rail?!

It’s duel fuel but when I turn the electric on it doesn’t get hot. Not sure it ever has since it was fitted.
Can anyone see what I’m supposed to do? Online says turn various knobs when you switch to electric, but I don’t seem to have them. Have a white valve thingy, which I can’t see online.
It works with ch. and the electric is on light is glowing.

The white valve is a thermostatic radiator valve. Set it to "3" which will probably be about right. The thing on the left is a lockshield valve for balancing the radiators. Leave it alone. The thing you unscrewed is the protective cap.

Where is the light you mention?

If the light is on, then power is being supplied to the electric heating element which will be inside the bottom of the right-hand tube. It should heat the rail unless it is either faulty, or already up to temperature. If faulty, it can probably be replaced by a plumber. Some of them have an adjustable heat control, like a plastic knob on the end of the element. I don't know what make yours is. Here are some examples.

Mine has a separate electrical box inside the tank cupboard as it has to be on a switched fuse, and I believe, outside the bathroom. This is where I set the timer for the electric element to come on. It is a wall mounted chunky box.

That wire on the right hand tail goes somewhere, you need to find where.

Oh you guys are amazing!
It’s not leaking, it’s my dodgy decorating😂, thanks blackalys!
The wire goes to a power switch outside, but even when it’s red the element doesn’t heat. I guess it’s broken, which is a bit crap as it’s never actually worked. Bum! Looking at a massive plumber bill.
Mind you, I needed a replacement shower pump and the plumber did all the usual crap and quoted £200. It took me half an hour and a you tube video.but it was just plugged in. This does look a bit more complicated mind.
