Hello from Portsmouth, which could fit the bill for you. Beautiful (pebble) beaches, good restaurant/cafe/shop scene due to student population and fast trains into London

There's some nice apartments and a couple of cute houses in Bridport within budget. Gorgeous town and a short pleasant walk to West Bay. Dorset would be my pick of all the coasts.
